HIE Case Studies in Partnership: DHIN a Study in Execution; CalRHIO a Study in Planning Speaker:Rebecca Little, Senior Vice President, Medicity, Inc.
Medicity’s partnership with DHIN and CalRHIO provides two informative case studies in the planning and execution of Health Information Exchange (HIE) initiatives. Financial impetus for creating DHIN was a reduction in result-distribution costs. Therefore, Phase 1 of DHIN implementation focused on result distribution. Hospital systems and LabCorp contributed data. This data is now distributed to users by Web-based portal, EMR integration, and automatic printing and faxing. Phase 2 will add patient-record-inquiry functionality to the network.
Medicity’s approach to HIE building leverages existing technical infrastructure within healthcare organizations and utilizes the Internet for ubiquitous access and reduced technical needs in provider offices. The framework supports the business objectives of healthcare organizations and providers, and the data-management strategy maximizes security, scalability, and availability. Ultimately, the success of an HIE depends on physician adoption. Medicity’s design supports physicians at any level of technology adoption.
CalRHIO aims to create a California-wide Collaborative Care Network (CCN) with a sustainable financial model. Projected to save $9 billion per year, the CCN will be built in two layers. The first will be a statewide “backbone” of data and services that can be queried by users. Available data will include claims history and lab and medication data. Services will include an MPI, record locator service, full administrative payer support, and ePrescribing. The second layer will consist of regional overlays that support “push” reporting from hospitals, labs, transcription services, and other sources. The cost of the system is distributed among those who benefit from it, such as payers, hospitals, and physicians.
