Reliable HP servers and workstations have long formed the backbone of Chicago's 911 emergency communications system. OEMC again turned to HP when it began building a high-tech joint operations center that will become the focal point for a coordinated response to emergency situations.

Organization profile


Chicago's Office of Emergency Communications provides 911 emergency communications for the nation's third-largest city – encompassing more than 232 miles. On April 10, 2002, Mayor Richard M. Daley created the Emergency Management division of what is now known as the Chicago Office of Emergency Management and Communications (OEMC). Along with its 911 duties, the office gained responsibility for coordinating virtually all of Chicago's disaster mitigation, preparedness, response and recovery programs.

Organization need


Integrate the newly created Office of Emergency Management – the city of Chicago's homeland security specialists – into the existing 911 emergency operations to create a new, all-encompassing agency called the Office of Emergency Management and Communications.

Solution overview

Create a joint communications center equipped with state-of-the-art computer hardware and software designed to facilitate easy and complete communication between a variety of local crisis service agencies as well as federal and state disaster teams and various emergency personnel throughout a 232 mile radius

  • Conventional and wireless technologies connect OEMC to thousands of emergency workers throughout Chicago
  • OEMC's headquarters includes a joint operations center to facilitate mitigation of any large-scale disaster in progress
