Few agencies have come as far in eight years as the Mississippi Department of Agriculture and Commerce (MDAC). In 1997, the department's technology infrastructure consisted of typewriters and a handful of PCs. Today, other states ask MDAC officials to share the secrets of their IT success.
The turnaround began when Lester Spell Jr. became the state's Agriculture and Commerce commissioner in 1996. Determined to modernize the agency, Spell created an Information Management Division (IMD) and hired IMD Director Umesh Sanjanwala to prod the department into the Information Age.
