Public libraries worldwide are under intense pressure to provide state-of-the-art services and web-accessible resources, while at the same time struggling against tight budget constraints. The National and University Library (NUL) of Slovenia needed to consolidate islands of storage, provide flexible access to digitized documents, and support new linkages to European Union (EU) members.

On May 1, 2004, Slovenia formally joined the EU. This historic occasion marked a new high point in the history of this country of 2 million people. For Slovenia's National and University Library, EU membership has meant a steady increase in projects and activities designed to improve communications and cooperation between the library and its new EU partners.

The addition of new, challenging EU-related projects to an already full plate of pre-existing activities led NUL to reevaluate and upgrade many aspects of its information technology infrastructure beginning in 2004 and continuing through 2005. For NUL – and most libraries today – fast, accessible storage for digitally stored documents, bibliographic databases, and library-management applications became essential.
