"Thanks to the HP infrastructure, we can now address a wide range of issues that impact our ability to function effectively in the modern world. What's more, HP provides us with a strong partnership that we can leverage to move our environment forward in the longer term."-- Richard Steel, Head of ICT, Newham Council

The London Borough of Newham is a thriving area that includes much of the revitalised London Docklands area as well as London's City Airport. It was central to London's bid to host the 2012 Olympic Games.
Newham also boasts the youngest and most diverse population in the UK, with more than 40 per cent of its 254,000 inhabitants being less than 25 years old. The delivery of local government services to these inhabitants is the responsibility of Newham Council. Like many other local authorities across the UK, Newham Council is working to make its services more customer-centric and more accessible. Information and communications technology (ICT) is at the core of this process.
Until recently, the council's efforts to modernise were hindered by an infrastructure that had grown piecemeal over the years. It used a variety of hardware of different ages, running different operating systems and software applications. Although Newham was by no means unique in having such a heterogeneous infrastructure, it decided that a replacement would enable it to meet its targets for modernisation and eGovernment much more readily, as well as contributing to improved efficiency.
Newham Council began to search for a partner to help it implement an enterprise Microsoft architecture. Because the scope of the project was so extensive, a high level of technology support and a willingness to transfer knowledge to the customer were essential requirements. HP offered this and a great deal more.
HP was awarded a ten-year contract for the design, configuration, implementation and upgrading of a complete IT infrastructure based on Microsoft Windows 2003, Microsoft Exchange 2003 and Microsoft Windows XP SP2. The infrastructure incorporates HP BladeSystem servers and an HP storage area network (SAN), together with a rolling three-year refresh of desktop, laptop and HP Tablet PC's and a five year refresh on the server and storage hardware. This built in hardware refresh programme ensures the council will continue to have a modern platform on which to run its business, without having to make further infrastructure investments in the future.

Challenges
- In common with other UK local authorities, Newham Council is working to make its services more customer-centric and more accessible
- Although ICT needs to be at the core of this process, the council was hampered until recently by an infrastructure that had grown piecemeal over the years
- To provide cost-effective support for its efforts to meet modernisation and eGovernment targets, the council decided to implement a complete new infrastructure
|

Solution
- Newham Council awarded HP a ten-year contract for the design, configuration, implementation and upgrading of a complete new Windows-based infrastructure
- The infrastructure includes HP BladeSystem servers and an HP SAN, coupled with a three-year rolling refresh of HP desktops and laptops, and deployment of HP Tablet PCs where required
- The HP project team worked closely with and transferred knowledge to Newham's maintenance services staff during the implementation
- A single monthly payment covers the entire infrastructure, including software, with the cost being related directly to the number of end-user seats
|

Results
- Newham Council now has a standardised infrastructure that can be cost-effectively maintained Bullet Points here
- Current and future costs can be accurately quantified
- Even though the new infrastructure is more flexible and more future-proofed, annual savings of around £1 million (€1.5 million) are anticipated
- Efficiency gains have been made in several areas, translating into improved customer service
- HP technology provides support for more flexible working practices and the delivery of new 24x7 services through a range of channels
