Digital government: share and share alike

Shared services in action


  • IT staff for the city of Espoo, Finland worked with the HP Services team to establish a common framework for integrating and standardising the citywide IT infrastructure. As a result, the city is making better use of its IT resources, including people, processes and systems. Under the HP agreement, costs are transferred into monthly payments that are visible to each group of users, who now subscribe to their chosen level of service. “Our objective is to offer service like a utility provides electricity: We connect them and it works,” says Eira Mononen, capability manager, City Of Espoo. “While providing users with better support, the city is already spending less to achieve its required service levels.”
  • Cook County, Illinois centralised and standardised its IT infrastructure on HP server farms, allowing core applications to be shared by organisations throughout the county and neighboring jurisdictions. For example, the county’s shared Geographic Information System (GIS) serves the recorder of deeds, as well as  the assessor, county clerk and treasurer for collaboration among agencies. “With limited folks and limited funding, we’re able to excel at what we do because of the way we operate,” says Cook County CIO Catherine Maras O’Leary.
  • In Rock County, Wisconsin, interagency communication between 29 county departments was nearly impossible—and maintenance a costly nightmare. By consolidating on HP servers, the county centralised processing resources, creating a shared services environment. The change saves IT staff time by simplifying support and new software. Now, intracounty communication is nearly seamless. “The result is a savings of tens of thousands of dollars for Rock County taxpayers,” says Rock County IT Director Mickey Crittendon.
  • In California’s Tri-Valley area, three cities and multiple agencies worked with HP Services to merge disparate data sets to create a shared GIS system for public safety—and a model for a shared regional GIS service. “We want to take the emergency out of emergencies,” says Livermore-Pleasanton Fire Chief Stewart Gary.
