Identity Management solutions from HP cover a broad spectrum of security and identification needs ranging from the authentication, access, federation, and security tools for IT infrastructures to the creation of government identity documents like passports and government issued ID's. Identity management for citizens and governments

Citizens and governments can increase the security of their information by adding identity management technologies like biometrics and smart cards. These technologies, in conjunction with solutions like single sign-on, can reduce the need for technical support and increase ease of use while improving an operator's comfort level with accessing information online such as financial data, social security and personal health information. Given these technologies, online access can be both convenient and more secure and facilitate citizen access to secure government portals that offer a range of services.

What is identity management?

Identity management is a set of processes, tools (software and hardware) and social contracts that enable the creation, maintenance, authorized use and termination of an identity - for people, systems and services - for the purpose of rendering secure access to an expanding set of systems, applications and information

"Security management used to be about keeping people out. Today, it's about letting the right people in, and having a strong, adaptive system in place to manage who can go where once they're inside," said Tony Redmond, Vice President and Chief Technology Officer, HP Services and HP Security Program Office.

Identity content consists of a person's unique identifiers, authentication and authorization data, and profile data. All of these can be linked to different contexts (company, web, application) and the role-authority the person has in that context. Additional complexity can be created when an individual has multiple personas such as a citizen, consumer or employee.

For example, a person's identity can consist of a set of names, addresses, driver's licenses, and nationality. Sometimes an individual can choose which persona to expose in an interaction, however, for some government purposes, a single identity may be required for each individual.

Security in a paperless society

As businesses and governments continue their transformation from a paper-based to a paperless society in which the majority of economic and access transactions are reduced to electronic pulses, the management of identity must do the same. With electronic record keeping, access issues become paramount.

Today, identity management systems are fundamental to underpinning accountability in business relationships, controlling the customization of the user experience, facilitating and controlling access to both physical and virtual property, and adhering to the regulatory codes protecting privacy. Unless identities are secure, fraudulent and unauthorized transactions, data theft and identity theft are likely to become even more prevalent. In this sense, identity management benefits everyone along the social and economic value chain.

Identity authentication in action

The Italian Ministry of Interior (Ministero dell'Interno) needed to develop a national ID card that was more secure, and more serviceable than their previous methods of identification. The new ID card would combine previous identification and social services cards.

HP and third-party providers provided a solution that included a 'Hybrid' plastic ID card with a microprocessor chip and an Optical Memory area. The IT infrastructures developed are capable of supporting, integrating, certifying and tracking over 70 million national identity cards utilizing HP technologies and services.

The results:

  • Further enablement of their 'e-government' program
  • Identification and authentication of all citizens on the 'net', due to the digital certificates stored in the chip on each card.
  • Increased efficiencies in services management. Local municipalities will be able to install services on microchips and offer them to all citizens.

A simplified and standardized identity management integration framework

HP has created an integration framework around which National Identity Solutions can be developed. HP has extensive development and consulting expertise in building national identity systems and utilizes the Microsoft® .NET platform to help government agencies simplify and increase the security of schemes like passports, drivers' licenses, social or health insurance cards. HP understands the challenges in building national-scale systems and its teams are experts in diverse areas such as security, public key infrastructures, high-availability computing platforms and secure document issuance. The HP NIS framework allows rapid development of systems which are:
