UK's oldest county constabulary is in vanguard of e-policing

"Together with HP Services consultants, we are creating an innovative, Web-based environment that will enable police officers to be much more effective: they'll spend less time seeking information and more time serving the community."

-- Roy Denning, Director of Finance and Facilities, Wiltshire Constabulary

Wiltshire Constabulary introduced professional policing services to an agricultural community in 1839. Today, the U.K.'s first rural constabulary is bringing its county a new generation of services based on e-policing—the application of Web-based techniques that streamline and enhance police operations.

Working with HP, Wiltshire Constabulary is applying advanced Internet and communications technologies to empower the officer on the beat with tools to access and share critical information rapidly and easily. The constabulary's new information technology (IT) infrastructure dramatically streamlines routine activities, reduces paperwork, and increases the presence of officers on the beat.

Challenges:

  • Paperwork and station-based processes reduce officers' time on beat
  • Paper-based workflows impose high costs, time, and error rates
  • Fragile, incompatible systems and security models
  • Mix of data and security models, platforms, and operating systems
  • U.K.-wide mandates to standardize security and slash paperwork

Solution components:

Hardware

  • Clustered HP ProLiant servers
  • HP StorageWorks storage area network

Software

  • Microsoft .NET framework and related products (BizTalk Server, SharePoint Portal Server)
  • Microsoft Windows 2000 and Active Directory
  • Coreport 3g
  • HP IOrchestrator
  • Operational data store based on SQL Server 2000 residing on HP StorageWorks storage area network

HP Services

  • Planning, design, and implementation of Web-services infrastructure based on HP Adaptive Application Architecture, including:
    - initial architectural planning, including needs-assessment workshop
    - systems integration based on HP Global Method for IT strategy and architecture
    - consulting to design and implement solution and component systems
  • Planning, design and implementation of security model adopted as UK standard

Results/benefits:

  • Organizational and IT agility simplifies and speeds execution of new business processes
  • Standards-based portal enables force to collaborate online with other agencies
  • Electronic tools and processes increase information access, cut errors
  • Web-based portal enables county-wide integration of emergency operations with first joint command center
  • E-policing innovations enable officers to spend more time on beat
